The dev guy said something about that it was the clients ping that determined the "crispiness" of flashlight. it goes like this..
You tell server you want to lite "this area".
Server then says "this is lit for all" like so.

so, the time between you say'n I want to lite that and when it actualy does get lit is the turn around time or ping in both directions between you and server.

In other Q2 mods its not quite so noticeable, in fact its exagerated in NH. In other mods with the lights on you only see the others move quirky and not your perception of the world going quirky. 8-(
